Our reading, not a stated fact The company's own wording is deliberately vague: "executing assigned tasks pursuant to directives" doesn't specify which construction package, phase, or dollar value TOS is responsible for. Press coverage of the groundbreaking names DACINCO first, and one outlet's summary line singles it out alone as "the construction contractor." Based on that ordering, our inference is that TOS most likely holds a secondary or delegated role rather than the primary contract, though this is our reading of how the press described it, not something any source states outright.

What TOS's Own Financial Statements Show

Rather than rely only on commentary, we pulled figures directly from TOS's audited Q2 2026 consolidated financial statements (period ended 30 June 2026, filed with comparatives as at 1 January 2026). Two line items are relevant.

Important limitation Neither of these two notes names "Hòn Khoai" specifically. The financial statements report only generic categories ("Construction-in-progress") and a customer name ("Vietnam People's Navy"), with no project-level breakdown disclosed, so the direct revenue contribution from Hòn Khoai specifically cannot be sized from public information. Our reading, not a stated fact We think it's reasonable to read these two data points (rising construction-in-progress and a rising Navy advance balance in the same period, from a company that has confirmed participation in a Navy-owned port project) as the strongest available, though still circumstantial, evidence that Hòn Khoai, and possibly related Navy infrastructure like the connecting bridge, is a contributor to this growth. TOS's Navy relationship could include other contracts we aren't aware of, and the company hasn't disclosed a project-level split, so treat this as a hypothesis to verify, not a confirmed link.
